The organisational chart of the Department of theTreasury is defined by the Dpcm (Decree of the President of the Council of Ministers) no. 125 of 26 July 2023. The competences and organisation of the individual structures are laid down in the DM (Ministerial Decree) of 7 August 2024.

Office I
General affairs and secretariat. Support for management functions and pre-legislative activity in matters falling within the Directorate's remit. Definition of the Directorate's needs, in synergy with the Department's offices in charge of cross-departmental functions. Supporting the financial management of staff assigned to the Directorate. Tasks related to the conferral of mandates to external parties in matters of interest to the Directorate, including related administrative-accounting management. Financial education policies. Secretariat functions of the Committee for the planning and coordination of financial education activities. Administrative and accounting management of the resources of the Committee for the planning and coordination of financial education activities.
Office II
Regulation of financial sector policies from the perspective of containing risk, maintaining stability and ensuring sound and prudent management, including related State aid profiles. Supervision and monitoring of the Bank of Italy on the basis of special provisions and of other entities in the sector, with regard to financial stability. Crisis management in the banking and financial sector, including related State aid aspects and relations with the Bank of Italy and Consob in the context of extraordinary administration and liquidation procedures of supervised entities and related disputes. Supporting the Director General of the Treasury in their institutional functions in the assemblies and bodies established to safeguard financial stability and in the area of macro-prudential policy. Administrative and accounting functions of the Fund for the Prevention of Usury and secretariat of the commission for the allocation of contributions to the Fund. Maintenance of the Register of Foundations and Recognised Associations for the Prevention of Usury. Supervision of organisations receiving contributions from the Fund for the Prevention of Usury. Promotion and coordination of financial education activities and initiatives of the Fund's managing bodies for the prevention of usury as well as participation in conferences, seminars, events and study and dissemination initiatives on the prevention of usury and the system of the Fund for the Prevention of Usury. Preparation of decrees on the classification of financing operations and the recording of average effective global rates for the definition of the anti-usury threshold rates. Preparation of regulatory proposals, at primary and secondary level, in the areas of competence and preparation of the consequent measures of the Ministry. Dealing with matters of competence in European and international assemblies. Supporting activities for the Director General of the Treasury as Secretary of the CICR and liaising with the Bank of Italy Offices of the CICR Secretariat. Handling of relations with the Bank of Italy, the European Central Bank and other Italian, European Union and foreign supervisory authorities, as well as relations with trade associations and financial sector operators. Preparation of sector studies in the areas of competence.
Office III
Regulation and policies of the financial sector from the point of view of corporate governance of issuers, transparency, rules of conduct and organisation of operators, fairness of behaviour, with particular reference to regulated markets and other trading platforms, market infrastructures, financial intermediaries and investment and asset management services and activities. Dealing with matters of competence in European and international assemblies. Drafting of regulatory proposals, at primary and secondary level, in the areas of competence and preparation of the consequent measures of the Ministry. Financial sector monitoring activities. Maintaining relations with Consob, the supervisory authorities and other Italian and foreign public institutions, as well as handling relations with trade associations and financial sector operators. Drawing up sector studies in matters within its competence.
Office IV
Financial sector regulation and policies in the areas of retail financial services, payment instruments and services, protection of the right of access to the financial market, FinTech, the professional exercise of the activities of financial agents and credit brokers, as well as the prevention of money laundering, countering the financing of terrorism and the proliferation of weapons of mass destruction. Monitoring of the financial sector for matters within its remit. Elaboration of regulatory proposals, at primary and secondary level, in the areas of competence, at national and Euro-unitary level, and preparation of the consequent measures of the Ministry. Dealing with matters of competence in European and international assemblies. Maintaining relations with the Bank of Italy, Consob, supervisory authorities and other public institutions in Italy and abroad, as well as handling relations with trade associations and financial sector operators in matters within its remit, Functions as technical secretariat of the FinTech Committee. Preparation of studies and research concerning the areas of competence.
Office V
Strategies and policies on sustainable finance, sustainability reporting and disclosure, and tools to help align public and private finance with the transition to a low-carbon, circular and sustainable economy. Technical secretariat functions of the MEF Coordination Round Table for Sustainable Finance. Monitoring market trends and the adequacy of the regulatory and institutional framework. Analysis and drafting of sector policies, at national, European and international level. For matters within its remit, management of relations with national and European supervisory authorities. Dealing with matters of competence in the European and international arena and coordinating the Directorate's international activities. Participation in international and European financial market bodies, including second-level committees and expert groups of the European Commission. Preparation of regulatory proposals, at primary and secondary level, in the areas of competence and preparation of the consequent measures of the Ministry. Activities of the Sustainable Finance Observatory Secretariat. Preparatory activities for the work of the Financial Stability Board and, for matters within its remit, the G20 and G7. Office VI
Administrative and accounting functions, under ministerial responsibility, governing the operation of the Savers' Compensation Fund, the Fund for Dormant Accounts and the Cashback Fund, and any other similar interventions. Drafting of regulatory proposals, at primary and secondary level, in the areas of competence and preparation of the consequent measures of the Ministry. Preparation of sector studies in the areas of competence.
Office VII
Regulation of accounting reporting activities. Relations with the Italian Accounting Board and Supervisory Authorities. Prudential and financial regulation of insurance companies and other institutional investors such as pension funds and social security funds. Insurance crisis management and relations with IVASS. Regulation of pension investment activities and relations with COVIP. Preparation of regulatory proposals, at primary and secondary level, in the areas of competence and preparation of the consequent measures of the Ministry. Dealing with matters of competence in European and international assemblies.
Office VIII
Penalty proceedings for breach of the legislation on the prevention of money laundering, and on the fight against the financing of the proliferation of weapons of mass destruction and of the restrictive measures laid down by EU regulations pursuant to Legislative Decree No. 109 of 22 June 2007, for breach of the legislation on currency, and on controls on cash entering and leaving the national territory, on the security of networks and information systems in the financial sector (cyber-security), on the communication of banking transactions in the field of export, import and transit of armament materials. Management of all obligations related to the custody, realisation and return of seized assets, as well as all those related to the collection of tax debts, following the sanction proceedings within its competence. Drafting of regulatory proposals, at primary and secondary level, in the areas of competence and preparation of the consequent measures of the Ministry. Secretariat work for the Advisory Commission on Currency and Anti-Money Laundering. Advisory and guidance activities concerning sanction proceedings and litigation for the violation of cash regulations within the competence of the State's Territorial Accountancy Departments.
Office IX
Management of international relations and bilateral relations on the prevention of financial crimes, such as money laundering, financing of terrorism and the proliferation of weapons of mass destruction, and participation in the relevant thematic working groups of the G7 and G20. Coordination of the Italy's delegation for the work of the Financial Action Task Force on Money Laundering (FATF). Supporting the other offices of the Directorate in the drafting of regulatory proposals and sanctioning activities in the areas of competence in the implementation of European and international standards. Network and information system security in the financial sector (cyber security). Preventing the financing of the proliferation of weapons of mass destruction and the activities of countries that threaten international peace and security. Coordination of related activities, including the conclusion of international agreements and monitoring the full and proper implementation of UN decisions in these matters. Coordination with other relevant national and foreign authorities and participation in European and international work. Coordination and secretariat activities of the Financial Security Committee (FSC) for the prevention of money laundering and financing of terrorism and the proliferation of weapons of mass destruction.
